Platform
Separate intelligence
from authority.
A reference architecture for connecting policy, action and evidence without binding governance to a single model or framework.
Reference architecture
Three responsibilities. One traceable path.
01 / Policy lifecycle
RegSpire™ Govern
Sources · ownership · review · approved versions
02 / Decision & enforcement
RegSpire™ Operationalise
Request context · policy resolution · human gate · execution boundary
03 / Evidence & improvement
RegSpire™ Assure
Decision records · actual outcomes · exception review
Design boundaries
The model proposes. Controls decide.
- External policy
- Keep approved rules outside prompts so they can be versioned and reviewed independently.
- Enforcement point
- The application or gateway must prevent unauthorised execution. A logging-only connection cannot enforce a decision.
- Human review
- Bind approval to the specific action, policy context and candidate being reviewed. Changes can require a new decision.
- Failure behaviour
- Define explicit stop or escalation behaviour for missing policy, unresolved conflicts and unavailable controls.
- Evidence handling
- Minimise sensitive content, apply access and retention rules, and distinguish decision records from execution confirmation.
Policy resolution
Policy Cascade Engine
The Policy Cascade Engine brings corporate, regional, business-unit and use-case policies together around a specific AI action.
- Resolve the context
- Identify the applicable rules using the actor, purpose, location, resource and current operating conditions.
- Apply the hierarchy
- Combine inherited controls with authorised local rules and time-limited exceptions, preserving each rule’s source, scope and version.
- Handle conflicts
- Use explicit precedence and exception authority. Unresolved conflicts stop the action or reach a person with the authority to decide.
- Explain the decision
- Return the relevant rules and reasons behind an allow, constrain, escalate or block decision, ready to connect to its execution record.
